This year the Scottsdale Public Art Program embarked on a planning process to chart possibilities and ensure the continuation of a remarkable program that just finished celebrating twenty-five years of distinction and breadth in the public art field. In December 2008 SPA Board approved the selection of consultant Jerry Allen and his team to create a Master Plan that builds upon this successful track record and moves the program to the forefront of the evolving field of public art.
The Master Plan moves under the philosophy that public art is one of this community’s most powerful assets, assets that distinguish place and celebrates the uniqueness of a community. Further, public art in Scottsdale can be used as a competitive tool, strengthening the economy, tourism development, education, youth development, community development, and many other elements of civic life.
The Master Plan process has emphasized diverse community input, rigorous data collection, and substantial interaction with civic stakeholders. The planning process initiated with an orientation of the Advisory Committee on September 23, 2010. On January 26 and 27, 2011, the program hosted a set of Café Conversations with the community, and heard from a diverse cross section of citizens on how the program can best serve Scottsdale. On June 1, 2011 consultant Jerry Allen presented his preliminary recommendations for public comment.
The consultant is building on a framework of key Scottsdale plans and citizen work. These include:
SCOTTSDALE ORDINANCES
- Art in Public Places Ordinance
- Art in Private Development Ordinance

- Scottsdale Public Art Master Plan (2004)
- Scottsdale Cultural Council Strategic Plan (2008)

Another component of the process is Place Odyssey, a think tank initiative. Place Odyssey addresses changing national and international social and art trends and possibilities and contribute their findings to our consultants. Launch participants included artists Mel Chin and Candy Chang, President and CEO of Americans for the Arts Bob Lynch, Founder and Executive Director of FORECAST Public Artworks Jack Becker, Santa Monica Cultural Affairs Manager and Founder of the GLOW festival Jessica Cussick, the developer and leader of the public art program for the Times Square Alliance, a business improvement district, Glenn Weiss, among other private developers, business and municipal leaders. Scottsdale Public Art will carry forth this important discussion and chart prospectives for Public Art in upcoming national forums and through a public microsite PlaceOdysseyArts.com.
After incorporating feedback from Scottsdale constituents, civic and municipal stakeholders, the Advisory Committee , the SPA Advisory Board, the Scottsdale Cultural Council Board of Trusteess, the final recommendations will roll out in 2012 for adoption by the SPA Advisory and SCC Boards, with presentations to the community and City Council.
